The New Strict Controller, Caitlin Lucy Cat is very cross as she needs another locomotive to help out due to the increasing workload on Northern Nathan Railway and Central State of Northern Nathan. She telephones the Locomotive Depot in Steve-ville if they can loan or hire a locomotive. Unfortunately for The New Strict Controller, the only locomotive that Steve-ville could loan is Nat O Bad The Immature Tank Engine who is owned by The Strict Controller's worst enemy Fat Nat, as an adult male bear, who has been wanting to take over The Strict Controller's railway for years and Nat O Bad is the most badly behaved and very immature locomotive who never listens or learns from anyone.
The New Strict Controller is furious, she telephones the shed master as to why Nat O Bad of all locomotives is "only available". She explained that the last time she had Nat O Bad, he was sent away in disgrace before. She then tells the shed master that if she sends Nat O Bad away again, it's Fat Nat's problem not hers as she believes that Fat Nat and Nat O Bad never learn sense and thinks they both need to learn some sense.
Even the shed master in Steve-ville is unimpressed but he couldn't get rid of Nat O Bad because Fat Nat could easily rebuild Nat O Bad again and again.

- This scene is inspired and based on an illustration from "Thomas And The Evil Diesel" by Christopher Awdry where Sir Stephen Topham Hatt was cross that Diesel was the only engine available*
*The only difference from the original illustration is inspired by features a smartphone and a laptop is seen to show the present-day technology.
- Caitlin Lucy Cat or The New Strict Controller now has an office located at the Main Terminus Railway Station
- Caitlin Lucy Cat or The New Strict Controller dislike Nat O Bad due to Sir Samuel Strict Hatt, as an adult male human, told her that he along with his family loathe Nat O Bad for the constant times of disciplining Nat O Bad and punishing him or send him away in disgrace.*
*Probably because Nat O Bad The Immature Tank Engine never listens to instructions/advice and never learns anything at all as he is too busy following Fat Nat's orders to take over The Strict Controller's railway.
