If you're the sort who likes being well off-grid, it is. I've got 10 acres in northeastern Nevada, about three miles from the Utah border, which I inherited from my dad. (I don't live there, though.) The area is open rangeland with a couple of places here and there that are exactly as you describe. The closest town is a blink-and-you'll-miss-it small town a few miles to the west. It's a bit too remote – and dry – for my tastes, but some people would like it.

It's rather arid, mostly sagebrush, scraggly bunches of grass, and no trees. It does get some precipitation, but not a whole lot. There are a few, small dune fields – the one I know of is the largest one just north of Winnemucca.
