Okay. I want to know how Agent Waters got to the position she(?)'s in. Surely, an FBI agent isn't that dumb. Someone happens to appear with "evidence" of a police officer's guilt. Evidence which includes receipts for bribes (I can easily believe that a corrupt police officer would keep those types of receipts), stolen evidence (Oh, and do make sure that same corrupt police officer keeps stolen evidence), and altered CSI reports (And we can't forget that every corrupt police officer keeps copies of altered CSI reports). As a well-known NCIS agent is known for saying, "I don't believe in coincidence."
