I don't personally think that Dolly and Dylan met each other at that young age, but I still like the idea. Here is the Story:
Delilah and Doug already met a few weeks prior and are fond of each other. But they aren't sure if Dylan and Dolly will get along. So they planned a play day for the two. While Dolly is very happy to have a new playmate, and such is very direct and curious. Dylan on the other hand doesn't really like the idea of having a sibling. He tries to hide from her since he wants to read instead of spending time with Dolly. Dolly though follows him around all day and always jumps at him yelling “Found You!”. Delilah and Doug in the meantime are spying on them. But they suppose that Dolly and Dylan are playing Hide and Seek together, and so think that the Play-date was a huge success! :3
Well in the show it is only implied, when Dolly mentions "we are not really related" It comes over as a joke. But if you look around, it is official that they are step siblings. Those two are the only ones we know, who their parent is. Doug is Dollys parent, and Delilah is Dylans. The rest is unknown
