The character is clearly not nude. He's about as clothed as you might expect a champion-style warrior to be. The genitals are fully covered.
It is possible for clothes to expose the genitals by being too tight, and we might have decided otherwise if the penis had been outlined (or details of the vagina for a girl); but much sports-style gear does outline the genitals to some extent, including the scrotum, and given the character has hyper balls... it might be better to block that for General work if you don't wish to see it.
