This is another transformation based on Fleetway Robotnik from Sonic the Comic.
When Crystal Sally's body was shattered, the chipmunk princess was thought to have been gone. However, she had reached ascension and transformed into an omnipotent god. And she would wrap reality to how she saw fit.
The only ones immune to her reality warping abilities were those with chaos energy...
It was one of the Zonic issues, Sonic Super Special #12. He had to help out in a universe where their Robotnik (who was NOT a bad guy) accidentally unleashed the power of the chaos emerald and turned all the denizens of Knothole island into giant monsters, and every now and then one of the Kaiju mobians would attack the main land. Uncle Chuck was turned into a giant metal statue with that Robotnik's version of the robotocizer, but it only worked halfway on Rabbotzilla, leaving a cyborg rabbit kaiju attacking the city when Sonic arrived and helped stop her. Robotnik had plans to build giant robots to protect the mainland (Pacific Rim style) but since the chaos emerald was on Monster Island they didn't have anything to power them with. Sonic used his speed to power a giant robot in Robotnik's image to infiltrate the island, where he had to fight off kaiju versions of his friends and family, it weighed heavy on Sonic's soul, especially since the emerald had attached itself to his father's chest and recovering it killed him...

I always liked how Kintobor from that universe was still responsible for destroying mobian civilization, but regretted the action, he even tried to apologize for the actions of his counterpart from Sonic's universe, feeling a level of responsibility even though he had nothing to do with it. Basically he's a character desperate for redemption.
