Tootsie Flute is present in Cutie Map parts 1&2 (i haven't looked for her in the other episodes that took place in Our Town), and I have a huge rusty headcannon for that:

So, while every cutie mark is unique, SOME ponies have cutie marks that change. Tootsie is always running around with a different cutie mark, sometimes without one even. Penpad's cutie mark is the same "writing instrument and thing to write on" across all her alters, but changes slightly depending on who's fronting (Pencil&Notepad for Penpad, Quill&Parchment for Quill, Pen&Printer-Paper for Scratchpad, etc).

A few years after Penpad was forced to leave Ponyville due to a restraining order from Lyra, rumors started spreading about a wizard who specialized in cutie marks. The two, independent from each other, followed the rumors. Tootsie got to the wizard first, Starlight Glimmer, leader of a small cult called Our Town. She was manipulative, slightly abusive, and stole her cutie mark. But What was crazy is that instead of becoming an equalized pony like the rest of the Post-Cutescent ponies, she became a blank flank, and was suddenly a personal darling of Starlight. Penpad got there in late Autumn during her magical research. Starlight sympathized with her transgender plights, but was uncooperative to share her research into Cutie Mark magic with Pad. After a long winter in forced isolation, Penpad's spirit was broken, and she attempted to fit in, despite the noise of headmates in her head trying to tell her to get going, even if it meant leaving her cutie mark.

Sometime that spring, Tootsie Flute recognized a new cutie mark--the telltale Pencil and Ringed notepad of her former adult lover. She realized that the recruit that lived in isolation all winter WAS Penpad, and immediately got around to rekindling an old burning passion. The equalization process and cult indoctrination dulled most of their senses, but that old desire burned like embers being given new fuel. The two started flirting, at first in little ways that nopony could notice, but after Tootsie blabbed to Pad about Starlight's forbidden desires, they began kissing and holding hooves in public. This had a VERY negative effect on Starlight's cult, and Starlight began pushing a wedge between the two age-crossed lovers, and forced Penpad back into isolation for a full summer.
