My reasoning for her design:
All the collection of powers she wields as a fusion of Leona and Ruby caused her to possess an extreme personality that is greater that the sums of her parts, perhaps even mutated into something more. As part of her "showboat" display her hair is a wild, fiery looking mess and her whole body is emblazoned by markings that inform others of how dangerous she is, but also it is a display of self-confidence on her own sense of superiority and overbearing pride.
