When I read up on that riddle, the violent option (removing one consumer) was actually the correct one back in 1989. Another morbid option is to cut both apples and one person in half, so you have 4 parts and 4 consumers. However, you could also sell the knife and buy a third apple, though.
Cutting both apples into 2/3 an giving the third person the two 1/3 parts is the smartest solution in my opinion, though. ^^
