This is one of the good kings of the Warriors World, Leon! He has water and metal powers, and being royalty, he can play video games, so he knows about the Pokemon. His abilities require a little... unique boost.
He's not like an Empoleon gijinka or anything, but that is the inspiration! If you read the Newgrounds post, he dresses up to look like one because he played the game, and since his powers are similar, he decided to look the part.
