This is part of an alternate Lion King universe. Instead of trying to kill Simba outright after killing Mufasa, Scar decided to toy with his nephew by turning him into an "inferior" animal. He wasn't expecting Simba to turn into a donkey but it still works for him. Who's going to believe that a random donkey is supposed to be the prince of the Pride Lands?
