I'm going with "Columbo" as well. Like you said, that expression and hand/arm placement is typical of the character; Columbo would frequently put his hand on his head like that when surprised or confused (or pretending to be), and we already know Woody fancies himself to be a detective, so dressing up as Lieutenant Columbo from the TV series would be entirely in character for him.
