Looks like a 2nd driver trying to get control of the car.
I've been planning a comic strip of a car accident, though it will be a while yet. It takes place in the summer of 1969. One evening, son and daughter teenager cats get permission to use Mommy and Daddy's 1961 Ford Econoline van to go to a sleepover with their girl friend and boy friend. Also with them are other friends...another teenage cat couple. 1961 Econoline van is shown in the link below: https://www.google.com/search?q=1961+ford+econoline+van... On the way to the sleepover, their friends present some Orange Sunshine LSD. They agreed not to take any of it while still on the road. The van was not equipped with a radio, though they brought along a transistor radio. They have Lay lady Lay by Bob Dylan playing on the radio. https://www.youtube.com/watch?v=1S4B6zxIOTE On the way, a drunk fox in a 1967 Chevy Nova pulls out in front of them totaling both the Nova and the van. https://www.google.com/search?q=1967+chevy+nova&tbm... Injuries were only minor. And upon investigation, the police discover the LSD in the van. When the parents found out, Mamma blamed her son who was driving for the accident, The police told Mamma Cat it was the drunk fox who caused the accident. Mamma Cat said, "Well, because of the drugs found in the van, what was I suppose to think?"
