Wanting to truly be one with the sea, Lugia has decided the best course of action is to get his lungs to accept water. It took weeks of work for him to even get a single drop into them, but he's improved quite a bit since then, having developed the strategy of taking in a little bit of water, waiting for the intense discomfort to fade away, then sucking in a bit more, repeating until his lungs are full. Someday, he'll be able to freely breathe water like a fish, though he'll never be able to get oxygen from it no matter how much he trains.
Happy Lugia Day! They're my favorite Pokemon, and it's a damn shame they have so little drowning art.
Side note, Hurricane Fiona passed by where I'm at last night. I'm fine, but it's pretty appropriate for Lugia Day, given one of Lugia's Pokedex entries.
