Dragons are very obsessive about their gold/hoard. If the Kobold would spends/gives away some of the dragon's hoard, that just gives the Dragon a reason to get it back with Force and Bloodshed to chill his anger! If Kobold hides away some of the gold, Dragon can take the nearest town hostage: "Tell me where you hid my gold, or I will kill everyone in the nearest populated town starting in 10...9...8..." Touching the dragon's hoard sounds like a "Pulling on the tail of the Beast, and forgott to run away" tactic. Unless...it's done smart! How?
Kobold orders some food for both of them, and it's BETTER then what the dragon usually eats, making him appreciate it, and drop the Revenge Spree...Also Kobold may order the Dragon's Food Portion to be pre-poisoned (She didn't do it, so it's not an attack), and it may not kill the Dragon, just makes Him slightly sick...like extra sleepy, or drunk, or runny stomach, but nothing severe, so Dragon can apreciate the good food, and not go into "Revenge On The Innocents"-mode!

I would be happy to see, that the dragon's hoard is somehow protected! Example:
1. If trying to take it out of the cave, magic guards are summoned. This can result in a fight/mock-fight and ensures that the treasure is not without protection - as it should be!
2. Touching the treasure puts a sleeping curse on the fool. Kobold may test this theory, by telling the Food Delivery Person to take a few gold coin as payment. This is a SMART move on testing the treasure against traps.
3. It simply flies back into the cave, meaning it can't be stolen without magical means.
4. The hoard has a lot of Fake Gold Coins (passive-aggressive protection) in it as well, and it gets Kobold into trouble with the Delivery Person when paying for the food, needing to pay up from Her own wallet... XD
All the hoard/gold taking plans should be lighthearted, and funny...and essentially non-successful (or insignificant amount of loss - old non-gold/-silver coins maybe) to not anger the Dragon to go into Rage Mode!
