I'm sure the dragon accidently killed and raided someone who totally deserved it. It's in the nature of gold that it often accumulates in the hands or claws of the ruthless and cruel, while the generous - well, they don't usually keep it long.
So the trick is finding the gold of whoever totally deserved it having it "reposessed" by dragonfire.
It might actually be faster putting aside the gold taken from the truly innocent. There won't be that much.

As a higher being, a dragon can claim souvereignity by birth right ( he's a dragon ), similar to a king or other aristocracy in the middle ages. That ( empowered by might of superior force ) gives him the power of judgement and the ability to righfully confiscate illegally accumulated wealth and bestow punishment ( fire) on his subjects. The only question is if he misused this power ( basically prosecuting the innocent ) which makes this gold "dirty" similar to that of a robber baron, but that ismore of a moral than a legal question.
