Here Black hound, made by Ptolemaic Army, the secret mini-boss from metal slug 5. This is where Sonic forces takes place. Instead of using phantom copy of chaos, i'm going to put the black hound here.

The phantom copy of chaos is a weak variant of the real chaos, Tails in good shape could have fough back and destroyed phantom copy chaos instead of cowering in fear like a hopeless weakling (no offense for him).

Tails cowering in fear for encoutering the blackhound is significally reasonable and acceptable than cowering in fear upon encountering phantom copy.

Since the Ptolemaic Army stolen a metal slug top secret disk, they started to develop and testing a new combat tank (Black hound), the black hound all of sudden went rogue and killed everyone and destroyed everything in sight, therefore making a wrathful killing machine.

While Tails is trying to fix a badly damaged Omega, all of sudden a weird interdimensional wormhole portal appears out of nowhere behind Tails.
Tails turns around and sees a scary black tank (Metal slug Ptolemaic Army's version), Tails shocked and shivering in fear yells for help before the Blackhound procceeds to slaughter Tails.
Fortunately for Tails, there's another wormhole portal which there's classic sonic, ready to rescue Tails before it gets slaughtered by the Blackhound slug tank.
Classic Sonic will need some backup for this new dangerous enemy from another franchise interdimension.
