The idea for this is an electricity themed biome. Logically, a desert would be more suitable isn't it? And yes, lightning can occurs without rain.

This desert is well known for the frequent thunderstorm, as well as most native flora and fauna that has electric organs. Due to the constant thunderstorm, the weather is usually cloudy, hence the weather is considered less intense than ordinary deserts.
The sand here that's struct by lightning turns generates a small quantity of electrified quartz, making some patches of the desert in a bluish hue.
The desert has a big town, and since the desert itself is not too far away from Hagal city, there is a train from the city that travels to the town. Wattage Town, that's what they named it. A lot of people comes here, considered a popular attraction. The town people here utilized special power generators that absorb lightning strikes, stores and converts them as household energy.
A large deep lake locates about a hundred meters away from the town, however there's not much interesting. There's ores, but it's dangerous to mine underwater. Speaking of mining, there's a mineshaft that supplies the town it's raw materials.
A big opening of the desert has a clear sky and is devoid of any electricity, it's considered a "dead zone" due to the absents of any organisms... at least not on the surface.
