This is a concept of how Luxro could have looked like if he had a pre-evolution. The whole concept of an evolution line for Luxro isn't still 100% canon, but it will maybe become fully canon in the future if it does well. Since Lewxens can harden the fur on their paws, and so can Luxro with his psychic powers, this concept represents that, on the first state, they still can't controll it well, so they end up hardening the fur all over their bodies; and since Luxro's hardening looks golden, it's like he has gold all around.
