Technically there are both steam engines and mills on the station, they just aren't old mills (which generally means a grain or lumber mill) or trains.
There's several small scale steam plants that power isolated systems on the station (mostly in the major labs) and the manufacturing facilities have more than a few mills of the metal working variety.
And you're right, there's definitely room for a train but the station is built vertically instead of horizontally (by internal room orientation) so mass transit happens by way of elevators and pneumatic tubes instead. And I'll stop babbling about a theoretical station design now.
