Most electric type pokemon can use their electricity to sustain themselves in place of oxygen, but none are better at it than the heliolisk. With their large frill, they can generate enough electricity to keep themselves going at their full capabilities and still have plenty left over! The same can't be said about their pre-evolution form, the helioptile, though. Even if they only used just enough electricity to survive, they'd be fully drained before too long... Unless another electric type was willing to share their charge with them, which is exactly what's happening here. Both of these two have long since drowned, but the heliolisk is using their electricity to keep them going, with a relatively low voltage, leaving them both in a pleasantly exhausted state as excess electricity crackles around them. Looks like a nice way to spend a day with a friend!
