Okay, here's how I understand the situation. Yes, Nibbles (aka Tuffy) was left on Jerry's doorstep in at least one episode. It's possible that the title of "uncle" is honorary, but it's also worth noting that Jerry's other relatives are typically gray, like Uncle Pecos. Also, each episode tends to be self-contained, with its own setting and storyline. Nibbles can be an orphan in one episode, while in a later episode, he could be a musketeer in training or a crewmate on a space ship or even an Oompa-Loompa (in the unfortunate Willy Wonka/Tom and Jerry crossover movie from a few years back).
In the episode Two Little Indians, there are TWO diapered gray mice, not named but presumed to be Tuffy and Nibbles. Neither mouse seems to exist in the Gene Deitch and Chuck Jones episodes, although there is a young-ish gray mouse with disheveled hair in a Chuck Jones episode where Jerry visits Europe (Italy or France, I'm not sure). Nibbles returned in the Filmation Tom and Jerry episodes and Tom and Jerry Kids, and typically makes appearances in cartoons and specials beyond that.
Honestly, the character is kind of a mystery. I guess he's best described as a sidekick first and foremost.

I'm familiar with most of the OLD ones from the 30's and 40's, I have the Spotlight Collections 1& 2 and some of the tom and jerry kids stuff but nothing like that. I didn't realize that Kath Soucie voiced him either. Geeze I'm out of it.
