Really, any race is playable in D&D. It's up to the DM to set stats accordingly. This race looks similar to the race called "Tabaxi." They're a cat like race that lives in the trees in the Forests of Neverwinter, in the Forgotten Realms version.
I've played a lot of beast races.. Even Kobolds are playable.
Come to think of it.. I've even played as Mountain Trolls...

What about Tabaxi? And Paraketh? Both are cat races. And don't forget the Lionel, and the Hellhounds from 3.5e. Oh, and also the Dragonkin and Yuan'ti.

monstrous races are always a pain in the ass. They're never balanced properly. If you give them ECLs then they're broken at low levels and pathetic at high levels. If you use savage species it's a LITTLE better but it makes no sense that a member of that race who's out adventuring (and adventurers are described as above average examples of their respective races) wouldn't have access to their races full suite of powers stats and abilities.

That is true. And I do agree. But I have to interject that a good DM would reward good role playing with stat and skill bonuses when applicable. (Like I said before in one of our rants, we don't really follow the text book rules to a T.)
Recalling that Mountain troll I played as. I remember having a huge amount of strength at mid levels. And I used a massive bar mace as a weapon. I was tamed by a Beastmaster who rode on my back, and we committed horrible, horrible acts of Genocide against Gorites and Kobolds in the Eastern Province.
