His body is a mix of organic and robotic, using reinforced bones and organs for strength, durability, and longevity. By G.U.N.'s accounts he is likely immortal, or at least can live for several hundred years.
Using three artifacts known as System Breakers, he can unlock more of his latent abilities. Having all three puts him nearly at the same power as a Super Form, making him rather dangerous.
Personality
Cold, cynical, calculating. He has little to gain from true friendships and conducts himself in a purely business-like and material fashion, saying little more than necessary. Has a distorted world-view of the uselessness of emotions and sentient thought. Prefers the company of machines, puzzles, and nature.
He believes most of the world has been too far tarnished by the hands of man, seeking to give the world a reset. Quick-witted and cunning, he seeks to slowly force society to collapse so he can pick off the weakest ones and let nature take over once all thinking kind has been wiped out.
He tends to dress in white suits due to getting in with larger names thanks to his clearance from GUN. His lack of footwear is due to his upbringing, raised in a facility that had antimicrobial flooring, and as such, no one needed to wear shoes.

Background/History
500 years in the future of Sonic's time, the planet is suffering from a recent slew of crises. Reports of a new invasion prompt G.U.N. to step up their game and create another new weapon. This time relying less on organic material and more on robotic, they create their best Biotechnical Weaponized Soldier.
Called Project Kodesh, in reminiscence of divine entities, they create an android of great power to fight off the scourge as well as prevent more troubles. Once his conception was complete, G.U.N. purposely held back some of his power, requiring special devices to unlock the rest, referred to as System Breakers. Essentially items that break the buffering code in his body to unleash more abilities.
Nicknamed Kody by his creators, Kodesh displayed a promising potential even with his limitations. However, being mostly robotic on the inside, he was equipped with a logical brain, able to access records and calculations, analyzing them both organically and mechanically. This combination of robot and organic balance was a mistake on GUN's part, as he quickly realized the very organization that made him was at fault for a lot of situations they faced.
Swiping his System Breakers, Kodesh traveled into the past, hoping to use his future knowledge to steer GUN in the right direction. His System Breakers were lost in the warp, scattered across different places in the time-stream, leaving him unable to use more than his basic abilities.
Using his clearance from GUN, he was able to get into political offices, unashamed about his origins, knowing about the time-traveler Silver and such. He tried for some time to use his position to get things on track, but seeing the constant, needless chaos and anarchy created by Eggman and his legion, as well as the seemingly never-ending threat of otherworldly beings, Kodesh fell into a downward spiral.
His robotic half warred against his organic thinking, forcing him to detach from his own emotions. The stimuli were enough to allow his calculating side dominance, resulting in a cynical worldview. So long as people had the ability to think, they were cursed with the possibility of making faulty, greedy, and downright evil decisions. The only clear choice to protect the world was to get rid of man- and sapient-kind itself.
With his new goal in mind, Kodesh realized he could not perform his task if he followed GUN's methods. In doing so, he shed his old name, and turned to the name Raguello, after learning of the Angel of Vengeance and Justice, which he sees himself as in a symbolic manner.
Despite his views being internalized as rational and better off in the long term, his actions put him at odds with the heroes, making him a villain with a hero complex.

As an android, Raguello has no true biological family, but he regards the people who created him as somewhat parental figures.

Accessories
System Breakers-- special ability delimiters (design not finalized). These are items made by GUN to store most of Raguello's abilities. Only by getting them can he use his full power. However, like most machines, they do not work forever, and extended use drains their batteries. He can only use the more powerful abilities every so often before they need recharging.
