Yup. And He and Shredder were from the same Clan, though Shredder tried to frame Splinter for a murder, I believe. Or it was a case of him putting the dagger in the back of his robes to cause him to be unable to bow, and so dishonored him.

Actually, in the original comics, Splinter was the pet rat of Hamato Yoshi, the rival of Shredder's older brother, Oroku Nagi. He learned ninjitsu by mimicking his owner from his cage. It was changed in the cartoon but the original live action movie was a lot closer to the original comics.
A lot of the newer cartoons are also closer to the original comics with the origin story, so they show Splinter as having been a normal rat rather than a human.

Well, in the original comics, eventually aliens landed in New York, so most of the mutants running around started coming out in public. That was a weird period. Donatello got shrunk to the size of an apple and now pilots a robotic turtle mech, Raphael became a giant, vampire turtle mutant, Leonardo ended up trapped in an alternate dimension with an alternate earth version of the Shredder, and Michelangelo had a fling with a dinosaur princess from space, may have had children with her, and is on a genocidal rampage of revenge cause of her screwing him over.
Oh, almost forgot to add that the Cow Boys of Moo Messa show up every now and then, along with a sudden appearance of Cuddly the Cowlick, who also knows the turtles from the Archie comics.
