Bugsy's lack of control wasn't a new thing, despite what the purple haired Gym leader tried to tell everyone. One only had to work with the little potty pants to figure it out fast.
Of course he would make claims like he'd been stuck in a long battle, or he was only doing it to attract bug Pokemon but his Gym trainers who had once looked up to him knew the truth:
Their Gym leader was nothing but a big goo goo gaga baby butt who either LIKED going in his pants or was so helpless he really couldn't help it!
Either way, Diapers were clearly needed.

Weedle toxin could give someone the runs bad enough to make them need diapers but the head gym trainer, a bug catcher named Josh set bugsy up to be stung and had the diapers just waiting for him, nice and thick and the way the dork's eyes light up when he saw them told Josh everything he needed to know.
the fact Bugsy kept wearing the diapers after the poison should of been out of his system and tied to blame his latest mess on the teasing from Josh, Al and the twin's was the final nail in the coffin.

These days Josh is running the gym, and Bugsy is still in his diapers, a back up gym trainer if one of the others is sick or has the day off but for the most part a padded little mascot handing out flyer promoting the gym and gushing about how awesome and kewl it's new leader is.
