Here's something they wrote for this:
"In a unique twist, when Kiara and Kovu had their fated encounter, Kion and Vitani had also been present during the meeting. When Simba tried to penalize Zira for returning to the Pridelands after being banished, Zira had offered up Vitani and Kovu for Simba to deal out his penalty. Kovu and Vitani were shocked their mother was offering them up to be sacrificed. Then, unexpectedly, Vitani pleaded to Simba not to kill them or hurt them, addressing him as her king. This had given Nala a glimmer of hope in her eyes. The cubs were no older the Kion himself, still in need of a mother's care and nourishment. And it seemed they hadn't bought into Zira's manipulative nature yet. Nala convinced Simba to take the cubs in as their own, knowing it would strike a far greater blow to Zira's personal pride. Zira was obviously not mother material, after seeing how she had twisted her first son Nuka's mind. Simba soon agreed with Nala's advice, and welcomed Kovu and Vitani into the Pridelands, and told Zira she was to resume her banishment, only letting her off with a warning. Now, a couple days later, Nala was resting near the waterhole with her cubs, both her birth cubs and her adopted cubs. All four were having their morning breakfast from her. Vitani and Kovu, she could tell had quite an apatite, as they were really trying to get as much milk as possible. She hated to think how much Zira must have been starving them with how bent on retaking the Pridelands in Scar's name she had been. So, she couldn't blame them if the two kept nursing once Kiara and Kion had their fill. They needed as much nourishment as they could get, a nourishment only a loving mother could provide."
