He was a Mercenary before he aligned with Dr. Eggman, I supposed the scar is an old war wound, as for his blue eye, I've never been sure if it's simple heterochromia or if whatever left him with that scar also left him blind in his right eye, though if it's the latter it would explain why the Infinite mask has only one eye hole
