Though I don't think those existed in Victorian England. Steampunk tends to be influenced on the Victorian period of British history.

While it may not say 1930s, Talespin has been determined to take place sometime in that era due to mentions of certain things like The Great War ending 20 years ago, radio being the source of news with some mentioning not knowing what a television is, and the architecture being quite reminiscent of Art Deco style from that period
