Most Chinese restaurants I've been to expect you to use a fork by default and don't even hand you chopsticks unless you ask for them.

That does make sound business sense.  After all, it's not the restaurant's job to teach foofumblers how to use chopsticks, especially since the majority of patrons are there after food, not frustrations with a two-stick utensil.
