So a bit more backstory on Joshua.

Joshua's mother was one to enter contests (as opposed to Joshua who enters battles).  Due to this fact she instilled into him to take a certain..flare to any attacks he does whenever he can.  To that degree all of his moves that he learned..he learned how to do them in a visually attractive way.  He'd probably actually be pretty good as a contest battler (and his shiny fur would be so much better for doing that).  So I decided to show off him using confuse ray.

For a bit more on that..even though its a move vulpix learn by leveling up..in the PCA world all that means is that he can learn it.  Since he hung around ghost types so much...that is actually how he learned confuse ray, so i tried to stick in a certain ghostly flavor to it.  I also decided that, unlike the games, it actually is a Confuse Ray..and not a confuse Wisp. But I also incorporated the wisps just for the sake of it.  The ghostly flame from his snapping fingers is part of the ghosts teaching him how to do it.  The slight triple image you see of him is yet another effect of him using it in a 'ghostly manner' and not anything like double team.

Thankfully the whole 'make it look impressive, not just be impressive' nature of things is actually good for his status attacks...as they help fascinate his opponents and get hit by the effect.

On a general note if you look closely at the ghost images, they actually show his real fur colors..and not the dyed stuff..though it is a touch dark to see that I know.

And for a final bit..yes he's still in his ugly bright green battle suit.  It actually fits better with his shiny fur..rather than his dyed fur (which his mother purchased it for him not knowing he'd be dyeing his fur a lot).  This really puts a damper on the whole 'make it look pretty thing'.  And again its really a temporary thing until he gets his own style.  Though I can imagine after the first few times seeing him like that...the fashion and costume commity in the school are just itching to make him something more appropriate (and yes there is such a thing...I find it odd too but hey..its a roleplay about teenage pokemorphs who go to a highschool that functions much like a college with dorms and teaches them how to beat the piss out of each other using high powered attacks and moves..so I'm not knocking it :P).
