While it's vanishingly unlikely, people have indeed survived (and even made full recoveries from) getting shot in the head. That isn't just something that Fallout: New Vegas made up as a plot point, there are some pretty famous cases of people surviving similar injuries historically - like Phineas Gage (though in his case he was left with significant cognitive disruption).

Getting shot in the head is just Mostly lethal after all. There's been a fair few people who's survived it. (Though usually with some form of brain damage.)

My guess is: She's misremembering some detail, and causing a disconnection. IIRC something similar happens in Ace Attorney where someone assumes they have been shot or something, when in truth it was someone else.
