The poor little otter opted into an experimental treatment to cure him of his accidental regressive state. It clearly didn't work, only sealing his fate permanently and regressing him a little bit further to top it all off.
Lucky for him, his wife was well prepared for this eventuality, and he seems to have settled into things well too.
