By 'died in the line of duty' I'm guessing he means that he or someone he employed killed them. Whether he's keeping them as a gesture of respect or as trophies remains to be seen. He SAYS it's a memorial but this guy didn't come across as espeically trustworthy even at the best of times, and now there are alarms going off all over the place, so I very much doubt it's based in respect. I could be wrong.
