He's not my character to give permission on, however; really, you can draw anyone's character. Nothing is stopping you from doing that. I understand the context of why people don't like it. They don't enjoy seeing their character misused or misrepresented. And for a small-time artist, sometimes their character may get the limelight in an undesirable situation that they're not okay with. But there's no law, legal precedent, or rule against drawing other people's character because you like them. You're definitely free to do so. The issue happens if an artist pitches a fit because of the presentation or if you try to pass the character off as your own.
