the joke is that Trump said Baltimore was rat infested (there was a documentary last year called Rat Film about the problem, the mayor was quoted as saying she could smell the dead rats, and its been labelled the city in US with worst rat problem) and CNN said it was a racist thing to say weirdly enough. They then pulled out 4 tweets out of 43000 from as far back as several years ago when he used the word infested (twice crime infested and once ebola infested.) They then make the claim the word infested is racist and Trump is a racist for daring to point out problems.
Then I conflated that with CNN's drive to blame the Russians for everything over the last two years when they knew there was nothing to it for ratings. Sorry you didn't get the joke.

Here's some help: if its Trump related and reported by CNN, MSNBC, or any other Democrat run media outlet, its a safe assumption its either out of context, or an outright lie. Thus, easy jokes are to be had at their expense, because when they do it.. its pretty predictable, as Yiffox's joke tries to point out. The Russian angle is as good as any for a joke here. Another good one would be Nazi or Hitler nonsense.
