While true of the current system it hasn't been all that long ago that the 911 system was incapable of providing a physical address for the origin of the call. 911 service started in the USA in 1968 but it wasn't untill the early 1980's that the new E911 service which gave dispatchers the ability to get the name and address of the caller came into being. Prior to this it was the caller who had to provide the information.
