I think it's best that they can't reproduce naturally without a parent certificate, which would include classes, exams, and tests. That way, avoid not only overpopulation but asshole parents that just abandon or treat their children poorly because weren't "properly taught", were "misinformed" or "it was an accident".

What if someone was already pregnant when they arrived would they be given the benefit of the doubt and just have to pass tests or would it be forcefully terminated? The really disturbing part is that I really can see the governments of the world actually managing to cause such a thing in the first place. It is not like government-endorsed human experimentation with pathogens has never happened in our world after all.
