Gwen Latarne is a character loosely inspired by the mostly forgotten TV series Project G.e.e,K.e.R, which I first found out from this video.
I just reworked the basic concept of a "belongs in toontown" type character to a fantasy world.
Basically, Gwen here was part of an evil wizards experiment to create an army of god-tier monsters under his command by constructing life from the remaining essences of dead gods, slain millennia ago in the Divine Intrigues (which is basically what you get when gods play the Game of Thrones). However, when some adventurers stumbled across the vessel that contained her and broke her out, she was incomplete, still possession free will and a portion of the divine power her base ciety possessed. However, she is also noticably "out there" and a definite cloud-cuckoolander (look the term up on TV Tropes). THe wizard responsible for her creation is seeking her in order to complete the process and enslave her, which might enhance her powers, but it would also endanger to world itself, as if said wizard isn't posing enough of a threat already with his growing army of godlings.
None of the runes are anything you might recognize in the real world (at least, not intentionally so), but they were loosely inspired by the nordic runes and are a part of the life-creating ritual used to give her an existence.
