The boys fur needs a good wash, it being matted and neglected and worse, has fleas. Think of it like washing a feral dog. Perhaps some feral characteristics being shown. Besides animals don't need to wear clothes, they have their fur to cover them :)
Besides Leonardo trusts Angel, who is already taking far better care of him then his old abusive mother. Angel is happy to help him wanting to be the best parent she can. As lets just say she can't have kids naturally and wants to make the best of things.
