This is Meryl Meranan. What's amazing about this character is she's actually one of my oldest characters that I all but scrapped, but after looking at her for awhile, I finally decided to redraw her based on a new vision I had and ended up really loving her design. This is her anthro form, the form she takes on when she travels on land or otherwise needs her legs. She is more often in her Aquatic form though. Despite her last name, she is actually an Amphian, not a Dranan. Dranans don't have fins on their head even if they are aquatic based.
