Jabberwock is a manifestation of Sonic's guilt and greatest regrets. He takes the form of Scourge because Scourge always knows how to make Sonic feel more guilty than anyone even if he doesn't let him see it. He represents everything that Sonic is afraid to become and so he takes on the form of one of the fiercest creatures in Wonderland.
However, at first Sonic only saw him as a trouble-maker looking for attention and pulling pranks so he was really only a threat to Wonderland when Sonic found his ancient foe; the vorpal blade. After the "Tragedy" struck, he became far more of a menace terrorizing the skies of Wonderland.
He does possess a true form which is that of a large green dragon which becomes corrupted when Sonic ends up in prison.
I do not own Sonic, Alice In Wonderland, or American McGee's Alice
