This Sonic is one of two origins. In one world, he gains the stripes as he progresses to adulthood, and they become fully developed by the time he's 19. Over time, the use of the Chaos Emeralds causes his eyes to once again change color into a bright red. During those years, he also fully masters his affinity for wind, and gains the ability to 'run on the wind', effectively eliminating most friction, so he decides to ditch his zero-friction sneakers.
In another world, his appearance is a sudden, drastic change, caused by Metal Sonic attacking him and merging with him, forcing his appearance to alter. Metal's presence prevents Sonic from wearing anything for a while, so Sonic soon focuses on learning how to use his wind to run. Once he breaks free of his limits, Metal relents, but Sonic no longer needs the clothing.
In both worlds, he is gifted the yukata and tessen by a close friend of his. The tessen are specially crafted, made of out gold-plated metal to be used as weapons. When filled with wind-based Chaos Power, he can use them like lethal boomerangs, as well as whip up tornadoes with a solid swipe. Hence my nickname for him, Gale.
My inspiration for this idea came from two sources. One, being Neo Metal Sonic's design, and the possibility that Sonic could theoretically get stripes of some kind, considering Metal Sonic is supposed to be based off Sonic. The tessen came from one of my favorite cartoons as a kid, Code: Lyoko. I thought it'd be neat to reference the weaponized fans.

I've actually been rewatching that show recently, since I myself have some fond memories of it as a kid (I even got a couple of the toys back then, long since gone/broken now), and especially since I found out I could actually watch it on YouTube for free (legally, of course).
