Bits = First edition books. I.E., books that are brand new to the library, maybe even before the library copy comes in. If that doesn't motivate voracious readers, nothing will. (And from there, it's only a short step to the idea of commissioned works. Wonder how long it will take them to work out that creative output doesn't increase just by shoving more money at the author?)
