What's permanent in this case?
Does it meant hat the regression won't wear off and the regressee is meant to grow up again? Or does permanent regression stop ageing at all and leaves the regressee in that particular state?

In this case, the permanence is that it halts aging of any kind. They're permanently stuck at that age after the treatment.
