Inspiration is a big problem. Using pre-existing characters can help with that as there is a limited number of things they can do. Limits make it easier to think of ideas within. Making your own characters means you have to figure out their settings and limits in addition to figuring out what they should do.
Watching cartoons can be a good way to get ideas. Reading a book, too. I assume that was a rhetorical question in the description, but I wanted to ramble on anyway :)

Yeah, creativity is hard. Not sure where some of my ideas come from, usually just pop up when I shower in the morning. Remembering it is another matter XD
