Very pretty dress covering Celestia's flanks. The ripples of fabric look very good to me. Color looks good on both versions with the extra dark shading on the tail working very well for the dress version.
The straps on the no dress version enhance her flanks well and make the stockings on her leg look sexy up there near her cutie-mark.
The only negative I can think of is that her muzzle seems slightly too short to me for how tall her head is.
