Nir is always the spontantious and sneaky one, when it comes to his best friend, Near. Near knows full well of Nir's... enthusiasm so one could say he has built up a tolerance,or shall we say, expantance of Nir's beavior. One of Nir's random and impulsive quirks where he pounces on Near's back and just noms on his ear. As Tartii said, if Near really minded, he would have flipped Nir looooooong ago.
