The novel is "GeneStorm: City in the Sky", and it's set in the world of the GeneStorm RPG. A lot of the equipment in this environment is scavenged or handcrafted, and the esthetic can be pretty anachronous! Here, the tigershark girl Snapper sits atop her mount surveying the country.
