I know Babs's belly isn't supposed to be white like Buster's; back when I made this pic, I didn't have much reference to work with, and it wasn't until later that I found out. But I decided to keep her belly white in this pic because I didn't think it would look right otherwise (though I make sure her belly is pink in later pics.)
That's what I've been told, but it's hard to tell. Babs's belly was hardly seen in TTA; in some episodes it was white, and in others it was pink (and this was one of many inconsistencies caused by TTA having multiple animation departments working on the show.) The fanart of her also seems to be divided on her belly color, which makes it even harder to tell which one is correct.

Logically, it would mean neither is correct, since both have been used by credible sources (i.e., WB animators).
But, one may be 'more correct' than the other. One could Google "Tiny Toons" "ref" (or) "model" (sheet/template) "Babs". ...Or go by how the other characters are done. WB almost always does bi-color and, as a rule, any cartoon with a 'mask' fur pattern has that pattern carry over through the underbelly.

Well, I'm no authority, but I have amassed a fair amount of WB material and I learned to draw (partly) from imitating WB style.
Forgetting me for a moment, model sheets always depict the 'intended' design - whether the animator/colorist follows it is incidental. Often, the colorist may paint-over lines or not notice them: I see things painted the wrong color all the time (insides of ears, clothing - sometimes even the eye whites are painted over). It happens. lol

And it seems to be getting harder and harder to find these days, what with the overprotective copyright BS. However, I never did use 'ref' or 'model sheet' in the search parameters before, so that could help some.
And yeah, I've seen many color and/or animation errors before, even in modern cartoons. Camp Lazlo (2005-2008) had a few.

That white moves up their tummies, past their chests, up the neck, and curves around their cheeks (leaving their backs bare/solid). The reason I mention tails is because Babs often wears a skirt that exposes her tail. Additionally, she and Buster are meant to be confused as 'relations', hence they have the same pattern.

I honestly did not know that. Another thing I noticed is that Babs has a cottonball tail, rather than the slightly larger pointy tuft tail that Buster (and Bugs, and Lola) has.

If I had to guess, I'd say the choice was made for the purpose of 'panty shots'. If Babs is known not to have a secondary color, then any 'white' under her skirt would be received as 'panties'. Censorship. A male character doesn't so much require modesty, esp. when he doesn't wear pants anyway (i.e., Buster). Many female animal characters who wear short skirts also wear panties.

As far as I know, Rhubella doesn't wear them either. The only main characters I know that wear panties are Elmyra and Melody because, well, they're humans.
If the animators are censoring non-existent nudity with Babs, that makes me wonder how Fifi gets away with being pretty much naked and Shirley only wearing a blouse most of the time. I'm learning quite a lot of strangeness with TTA's animation from this.

Oddly, Fifi can get away with it because she doesn't wear anything! Clothes connote a reason to wear them, so to speak, and to see what's under the clothing (even if, effectively, there is nothing) is thought of as offensive/out of taste.
